Samuels Library's MOA in Response to Warren County's Proposal

"The Samuels Public Library Board of Trustees remains cautiously optimistic that current negotiations with the Warren County Board of Supervisors will result in a path forward to maintain our mutual mission to serve the community. We are hopeful everyone is cognizant of and recognizes the risk of failing to come to a consensus that will allow the library to continue serving all of our citizens and patrons."
The Samuels Public Library Board of Trustees would welcome negotiations with the Warren County Board of Supervisors which would result in a path forward to maintain our mission to bring people, information, and ideas together to enrich lives and build community.

The library supports establishing a Memorandum of Agreement (MOA) that outlines specific financial objectives and mutual goals reflected by recent changes in library operations. The agreement will ensure library operations continue with funding from the County for the coming years.

This MOA addresses the changes which have been made by Samuels Library in response to concerns which have been voiced. All Young Adult books have been reviewed by Library staff. Any books targeted to a 16+ audience, as well as those which contain mature scenes, have been moved to a new collection called New Adult. This collection resides in the Adult side of the Library.

Additionally, on July 11th, 2023 the Library began offering parents the option to change their child's library card. If the parent wishes to restrict their child's access to certain materials they may opt into one of the following:

  • Child may only check out items which reside in the Easy Fiction, Easy Reader or Juvenile collections.
  • Child may only check out items which reside in the Easy Fiction, Easy Reader, Juvenile or Young Adult collections.
